Ana Milagros Rubirosa of Boynton Beach, Florida, was arrested on December 7 for allegedly falsifying reports in a child abuse case. Rubirosa, 31, was a caseworker with the Florida Department of Children and Families (DCF). She faces a falsifying records charge, a third-degree felony, and was held at Palm Beach County Jail until she bailed out on $3,000 bond. News sources did not name an attorney for Rubirosa.
According to the arrest report, Rubirosa allegedly filed bogus reports in May and June 2014 stating that she had conducted one place-of-employment visit and three home visits in a case involving a woman from Boynton Beach who was being investigated for child abuse by the department.
Interviews with the woman’s work supervisor and her two children purportedly revealed that none of them had ever met Rubirosa. When questioned about the oversight, Rubirosa allegedly denied writing the false reports, but later claimed responsibility after she was questioned by a DCF investigator in October 2014. She reportedly told the investigator that she wrote fake reports because “high caseloads at work, personal . . . and health issues overwhelmed her.”
Rubirosa resigned from her position as a caseworker in July 2014.
A similar case involving another DCF employee was also reported last week. Jessica Coburn Williams of Inverness was arrested on three counts of falsifying records on December 8. She was booked into Hernando County Jail and held in lieu of $6,000 bond. It is unclear if she has acquired legal representation.
According to the arrest report, Williams, an investigator in adult cases, allegedly falsified two case reports in March 2015. The first false report states that she tried to contact a child protective investigator about a child living with a vulnerable adult she was supervising. The second report was about a home visit she made to a vulnerable adult in February 2015.
Investigators reportedly searched through her phone records and emails in April and May 2015, but couldn’t find any evidence to corroborate the information in the two reports. Her case was presented to the State Attorney’s Office and third-degree felony charges were filed against Williams.
Williams was hired by the DCF in 2009. She had no prior reprimands and a review of all her open cases revealed no evidence of wrongdoing. She resigned from her position in lieu of termination.
