Terrence Devon Wilkins of Boynton Beach, Florida was arrested on Valentine’s Day for allegedly inappropriately touching a teenage girl and giving her a hickey.
Wilkins, 28, is charged with lewd or lascivious battery on a victim ages 12 to 16. He is being held without bond at Palm Beach County’s Main Detention Center. The press did not name an attorney for him.
According to the arrest affidavit, the alleged incident occurred on August 1 at a bathroom at Barton Memorial Park. The 13-year-old victim had reportedly gone to the park to smoke marijuana, but doing so caused her to feel sick. She told investigators that a man picked her up from the street and took her to a public bathroom at the park, where he tried to sexually assault her.
Police noticed a hickey on the victim’s neck and collected a DNA sample, which they sent to the Palm Beach County Sheriff’s Office lab for testing. The DNA evidence from her neck allegedly links Wilkins to the crime, the affidavit said. The victim was also reportedly able to identify Wilkins in a photo lineup.
Wilkins was arrested at a house in Lake Worth last Thursday.
Another incident of sexual assault involving an adult and underage victims was reported in Hollywood last week. Colin Edward McLean was arrested on Feb. 6 for allegedly molesting a 3-month-old baby girl and a 7-year-old girl.
McLean is being charged with sexual assault on a minor and lewd and lascivious molestation on a minor. He was ordered held without bond. It is unclear if he has acquired the services of an attorney.
According to the arrest report, an unidentified woman reported the alleged molestation to investigators in January. She told police that the 7-year-old victim stayed at McLean’s home for a night in January because a family member was hospitalized.
The woman reportedly told investigators that she later found over 30 pictures of child pornography on McLean’s phone, including a video of him touching the 7-year-old girl’s vagina. Police executed a search warrant for McLean’s phone and allegedly found the files the woman described as well as several photos of a 3-month-old baby girl being molested.
It is unclear how McLean is related to the victims.
The age of consent in Florida is 18. Minors aged 16 to 17 can give consent to a partner who is no older than 23 years old, but it is a felony for adults over 24 to engage with sexual activity with minors.
