William Charles Bell of Davie, Florida was arrested on October 31 after he was accused of repeatedly raping a 14-year-old girl who is related to his ex-wife.
Bell, 55, faces nearly a dozen charges, including five counts of lewd or lascivious acts upon a minor and three counts of failing to disclose that he has HIV. He is being held in Pompano Beach on $850,100 bond. The press did not name an attorney for him.
Sgt. Mark Leone of the Davie police referred to Bell as “this animal” when he announced his arrest during a press conference on October 31.
“This animal victimized a 14-year-old girl that he was having sex with over the course of a few months,” Leone said, according to the Sun Sentinel. “We believe there are other victims out there.”
Bell allegedly had sexual relations with the 14-year-old victim multiple times at his home between August and October. The victim told her mother and investigators that Bell repeatedly fondled her, never wore a condom during sex, and he showed her images of naked children.
Investigators recorded a telephone conversation between Bell and the 14-year-old victim. When the victim asked him why he had sex with her. Bell reportedly replied, “You wanted it, too. Don’t lie.” He further explained, “It just happened. I don’t know why. It won’t happen anymore.”
When the victim said she was upset, Bell asked her: “Do you want me to go to jail?” before he blamed her for wanting to have sex.
During his arrest, Bell reportedly refused to leave his vehicle and clashed with the officers when the attempted to detain him. When interviewed by police, he allegedly admitted to having unprotected sex with the 14-year-old and to having nude pictures of her on his cellphone.
Investigators suspected there were additional victims, including at least two boys aged 8 to 13. The suspicion stemmed from a warranted search of Bell’s cellphone, which reportedly held “multiple images and videos of child pornography, including himself having sex with these young, young children,” Leone said.
Leone noted that Bell admitted he was HIV-positive and was diagnosed in 1999. He reportedly transmitted the virus to his ex-wife about two decades ago. The 14-year-old victim is currently being tested to conclude if she also contracted the virus.
A 13-year-old boy was added to the list of Bell’s victims on November 5.
